Question about Rob Ford?

Does Rob Ford Really Plan on Cancelling all street festivals and moving them to a park or sidewalk so cars will not be congested. You cannot just move a huge festival to the sidewalk, festivals are part of Toronto, they help make it a great city. Cars can deal with waiting in traffic for a few extra minutes so people can enjoy themselves. I do not know if this is true for sure but someone told me. Is it true.
