Is Philly Airport less busy than ATL Airport?

I have to flight options from GA to Virginia. One has a layover in Philly and the other has a layover in ATL. As from past experience, I know ATL's airport is very difficult to get through (busy, crowded, BIG) but I'd like to know which would be easier because I'm young.
